For a first-time provider looking for substantial CQC registration support, around £3,000 plus VAT is a sensible planning benchmark. That is £3,600 if you cannot recover the VAT.

That is not the same as saying £3,000 is the true market average.

In practice, the market appears broader. There are a small number of lower-cost offers around the £1,200 to £1,300 mark, a meaningful group around £2,000 to £3,000, and plenty of fuller or more bespoke packages in the £4,000 to £6,000 range.

The real average is therefore likely to sit above the cheapest published packages suggest, particularly because many higher-value providers do not publish complete package pricing online.

The important point is that “CQC registration support” is not a standard product. Publicly advertised package prices only show part of the market, particularly because more bespoke or higher-value work is often quoted after a discussion rather than displayed as a fixed price online.

One consultant may quote £700 for application guidance and a Statement of Purpose.

Another may quote £2,500 for the application, policies, business planning, interview preparation and post-submission support.

A third may quote £2,500 for the registration application alone and charge separately for the supporting documents you still need.

Those are fundamentally different services.

So if you are comparing CQC registration consultants, the most useful question is not:

“What is the average price?”

It is:

“What exactly am I getting for the price?”

This guide explains the current published price range, what commonly affects the cost and what we think applicants should compare before choosing a registration specialist.

  1. £700

One consultant may quote £700 for application guidance and a Statement of Purpose.

  2. £2,500

Another may quote £2,500 for the application, policies, business planning, interview preparation and post-submission support.

  3. £2,500

A third may quote £2,500 for the registration application alone and charge separately for the supporting documents you still need.

How much does CQC registration support cost in 2026?

Based on publicly advertised prices we reviewed in September 2026, together with the scope typically required by a first-time provider, we think £3,000 plus VAT is a reasonable benchmark to use when budgeting for substantial registration support. That is £3,600 if you cannot recover the VAT.

A rough guide is:

Budgeting guide for CQC registration support, 2026
  1. Lower-cost registration support

Around £1,200 to £1,300 can exist, but appears relatively uncommon

  2. Mid-market registration support

    Around £2,000 to £3,000

  3. Strong planning benchmark for a first-time provider

    Around £3,000 plus VAT (£3,600)

  4. Fuller / more bespoke registration support

Around £4,000 to £6,000 is entirely plausible

  5. Separate business plan

    Around £1,250 to £2,500

  6. Separate interview preparation

    Around £600 to £1,000

  7. Separate policy pack

Can run into several thousand pounds

£3,000 plus VAT. £3,600 if you cannot recover it.

These are planning figures and market observations, not a statistically calculated market average.

Published pricing has an important limitation: many consultancies do not display a complete fixed-fee package online.

That creates a visibility bias. Lower and mid-priced fixed packages are easier to find because they are often advertised openly. Higher-value providers may instead quote after speaking to the applicant and understanding the service, complexity and amount of work involved.

So the visible online market can make registration support look cheaper than the market actually is. The absence of a published £4,000, £5,000 or £6,000 package does not mean those prices are unusual.

Different firms include very different things in their prices, and some quote excluding VAT.

For example:

  1. CQC Consultancy currently advertises an Essentials package at £695, a Registration Support package at £1,995 and a more extensive Registration and Readiness package at £2,995.

  2. CQC Consultants advertises a fixed-fee £2,500 registration package that includes core registration documents, business plan support where needed, interview preparation and reapplication amendments.

  3. QMADS currently advertises registration support from £2,500 + VAT for social care, £3,000 + VAT for primary care and £3,500 + VAT for more complex and specialist services. It separately advertises policy packs, business plans and interview preparation.

  4. BAXCQC advertises its Essential registration package from £3,500 + VAT.

  5. The Doctors Admin advertises CQC registration help from £3,500.

£3,000 plus VAT. £3,600 if you cannot recover it.

The range therefore tells you something useful, but the scope tells you much more.

Why do CQC registration consultant prices vary so much?

There are several reasons.

1. Some packages are advisory and some are hands-on

At the lower end of the market, you may be buying:

  • a consultation
  • application guidance
  • a checklist
  • a Statement of Purpose
  • a review of documents you have already produced
  • a mock interview
  • limited amendments

That may be enough for an experienced applicant.

It is unlikely to be enough for someone who still needs a full suite of documents, business planning and significant help preparing the application.

A higher-cost service may include much more of the actual preparation.

That does not automatically make the higher-cost service better.

It means the two products should not be compared as though they are identical.

2. Policies may or may not be included

This is one of the biggest differences between packages.

CQC currently requires all new provider applicants to submit a core set of supporting documents, including policies covering areas such as complaints, consent, governance, infection prevention and control, medicines, recruitment and safeguarding.

It also requires a Statement of Purpose, insurance evidence and other applicable documents.

Additional documents can be required depending on the service.

CQC also says submitted documents need to be current, relevant, consistent with the rest of the application and tailored to the business.

That means the quality and extent of policy support can be a significant part of the work.

Some consultants include tailored policies within the registration fee.

Others sell policies separately.

That difference can change the real cost of registration support by thousands of pounds.

3. Business planning may be separate

For some new providers, the registration process sits alongside a much wider business-development exercise.

You may still need to develop:

  • a business plan
  • cash-flow forecasts
  • staffing assumptions
  • pricing
  • market analysis
  • break-even projections
  • growth assumptions

Some consultants include some or all of this work.

Others treat it as a separate service.

For example, QMADS currently advertises business plans separately at £1,250 to £2,500.

So a £2,500 registration package that does not include business planning can ultimately cost more than a higher-priced package that does.

4. Interview preparation may be included or charged separately

Depending on the application, CQC's assessment may involve discussions or interviews with the provider, Nominated Individual or Registered Manager.

Some registration packages include mock interviews and preparation.

Others charge separately.

Current published examples include interview preparation priced at several hundred pounds.

Again, you need to know whether this is part of the quoted fee.

5. Post-submission support varies

This is one of the areas we think applicants should pay particular attention to.

Registration does not necessarily end when the application is submitted.

CQC may:

  • ask for further information

  • request clarification

  • arrange assessment activity

  • identify inconsistencies

  • return or reject an incomplete application

Some consultants support you through this stage.

Others stop at submission or at the point an interview date is issued.

One current provider, for example, states that registration support runs until the CQC interview date, while resubmissions are separately chargeable from £1,250 + VAT.

Another advertises reapplication amendments within its fixed package.

Those are materially different commercial terms.

6. Complexity affects the fee

A single-location domiciliary care application is not necessarily comparable with:

  • an independent hospital
  • a specialist mental health service
  • an ambulance service
  • an online primary care provider
  • a multi-location provider
  • a service involving more complex clinical governance

CQC itself requires additional supporting documents for a number of service types.

That means some registrations genuinely require more technical work.

It is therefore reasonable for pricing to vary by service type and complexity.

What matters is that the reason for the higher price is clear.

Two or three consultancy proposals laid side by side with handwritten comparison notes, seen from above

What do you actually need to pay for?

The answer depends on what you can already do yourself.

A first-time applicant might need support across almost the whole project.

An experienced Registered Manager opening another service may already have strong policies, regulatory knowledge and business-planning capability.

A useful way to think about the cost is to split the work into components.

Registration support split into components
ComponentQuestions to ask
Initial registration adviceAre the legal structure and regulated activities reviewed?

Post-submission supportWhen does support end?
ResubmissionIncluded or charged again?
Site/readiness assessmentIncluded or additional?

This is where a headline price becomes meaningful.

Is £695 enough for CQC registration support?

It can be.

But only if the scope matches what you need.

A lower-cost advisory package can make sense if you already have:

  • suitable policies
  • a strong Statement of Purpose
  • business planning completed
  • regulatory experience
  • an experienced Registered Manager
  • confidence completing the application
  • somebody capable of auditing the final submission

In that situation, paying for guidance, review and interview preparation may be entirely sensible.

The danger is assuming a lower headline price represents a complete registration service when it does not.

If you later need to buy policies, business planning, financial work and additional support separately, the total cost can change considerably.

Is around £3,000 a realistic budget for CQC registration support?

Yes.

For a first-time provider needing substantial support, around £3,000 is the benchmark we would use for planning purposes.

But we would not interpret that as the centre of the entire market.

A small number of providers may come in around £1,200 to £1,300. Others sit around £2,000 to £3,000. And there are plenty of more comprehensive, specialist or bespoke services that can reach £4,000, £5,000 or £6,000.

Because many of those higher-priced services are quoted privately rather than published online, they are easy to undercount if you look only at visible package pages.

So £3,000 is a useful budgeting benchmark, but the effective market average may sit higher.

But even within this range the packages differ significantly.

For example, one current £1,995 package includes provider and Registered Manager application support, a bespoke Statement of Purpose, tailored specific policies, supporting-document review and a mock interview.

Another consultancy currently charges from £2,500 + VAT for the registration service but separately advertises policy packs, business plans and interview preparation.

A different provider advertises a flat £2,500 fee including application preparation, a Statement of Purpose, bespoke policies, business plan support where needed, mock interview preparation and reapplication amendments.

All three can legitimately describe their service as CQC registration support.

They are not the same product.

  1. £1,995

For example, one current £1,995 package includes provider and Registered Manager application support, a bespoke Statement of Purpose, tailored specific policies, supporting-document review and a mock interview.

  2. £2,500 + VAT

Another consultancy currently charges from £2,500 + VAT for the registration service but separately advertises policy packs, business plans and interview preparation.

  3. £2,500

A different provider advertises a flat £2,500 fee including application preparation, a Statement of Purpose, bespoke policies, business plan support where needed, mock interview preparation and reapplication amendments.

Can CQC registration support cost more than £3,500?

Yes.

More complex registrations, additional locations, wider documentation requirements or broader support can push the cost higher.

There are current providers advertising starting prices of £3,500, while others publish ranges extending to £6,000 for broader registration and variation work.

And in our view, prices in the £4,000 to £6,000 range are more common than public package pages alone make them appear, because many consultancies quote privately.

There is nothing inherently unreasonable about a fee above £3,500.

But the higher the fee, the clearer the scope should become.

You should be able to understand what additional expertise, work or continuing support you are purchasing.

Watch whether prices include VAT

This is easy to miss.

Some consultants display prices including VAT.

Others quote + VAT.

A £3,000 package plus VAT costs £3,600 if you cannot recover the VAT.

That matters particularly for new businesses that are not VAT registered or cannot reclaim all of the VAT they incur.

When comparing proposals, compare the actual amount you will pay.

£3,000

plus VAT

£3,600

total if you cannot recover VAT

A £3,000 package plus VAT costs £3,600 if you cannot recover the VAT.

Does the consultant fee include the CQC fee?

Do not confuse consultancy fees with CQC's own ongoing provider fees.

CQC calculates annual fees for registered providers based on factors including service type and scale.

Those regulatory fees are separate from what you pay a consultant to help with registration.

Your wider start-up budget may also include costs such as:

  • insurance
  • DBS checks
  • premises
  • recruitment
  • software
  • legal or accountancy support
  • policy systems
  • training
  • equipment
  • website and branding
  • operating cash before revenue begins

Registration consultancy is therefore only one part of the cost of opening a regulated service.

Are CQC policy packs worth paying for?

Sometimes.

But we would not judge them by the number of documents.

CQC's current guidance is explicit that supporting documents must be relevant, up to date, consistent and tailored to the applicant's business.

A large library of generic documents is not automatically more valuable than a smaller set of properly tailored policies.

Before buying a policy pack, ask:

Before buying a policy pack, ask:

  • Which policies are actually required for my service?

  • Which additional operational policies do you recommend?

  • Are they tailored to my business?

  • Who updates them?

  • Do I own editable copies?

  • Are legislative references current?

  • Will they align with my Statement of Purpose and application?

  • Will somebody explain how the policies should work in practice?

You are not simply purchasing Word documents.

You are purchasing part of the regulatory framework your service will be expected to operate.

What about “all-inclusive” packages?

“All-inclusive” can be useful terminology if it is genuinely defined.

But never assume the phrase means literally everything you will need.

Ask what happens if:

  • you need an additional location
  • you change the Registered Manager
  • CQC requests more information
  • CQC returns the application
  • an interview needs further preparation
  • documents need rewriting
  • the application takes longer than expected
  • the service model changes
  • the consultant discovers additional work is required

The exclusions are often as important as the inclusions.

Should you pay everything upfront?

That is a commercial decision rather than a CQC requirement.

Consultants use different payment structures.

Some ask for the full fee upfront.

Others use deposits or staged payments.

For a substantial registration package, you should understand:

  • when payments are due

  • what work starts at each stage

  • whether any part is refundable

  • what happens if you stop the project

  • what happens if the consultant stops trading

  • what happens if your circumstances change

  • whether additional work requires your approval

The larger the upfront payment, the more important it becomes to understand the business you are contracting with.

That includes checking the legal entity, company status, reviews and the written terms of the service.

What happens if CQC rejects or returns the application?

This needs to be discussed before you buy.

CQC currently says it will reject applications where required documents are missing and can also reject documents that contain incorrect or outdated information, omit required information or are not relevant to the service.

Corrected applications can then have to be submitted again.

Consultants handle this in different ways.

Some include amendment or reapplication support.

Others charge another fee.

There may also be an important distinction between:

  • CQC asking for clarification during assessment

  • an application being returned as incomplete

  • an application being rejected

  • the regulator proposing to refuse registration

Ask the consultant what their quoted fee covers in each situation.

Is the cheapest CQC registration consultant the best value?

Not necessarily.

But neither is the most expensive.

The cheapest package can be excellent value for somebody who only needs targeted support.

The most comprehensive package can be excellent value for somebody who would otherwise need to source several services separately.

Value comes from matching the scope to what you actually need.

We would compare:

  • relevant experience
  • scope
  • document quality
  • business-planning capability
  • named consultant
  • post-submission support
  • amendment terms
  • evidence behind claims
  • reviews
  • total price including VAT

Then decide.

How can you compare CQC registration quotes properly?

Put them side by side.

Do not compare marketing descriptions.

Compare specific deliverables.

For example:

Our view

For most applicants, trying to identify a precise “average CQC registration consultant price” is not particularly helpful.

If you need a practical budget, however, we would start at around £3,000 for substantial first-time registration support and then adjust up or down depending on what is actually included.

We would also expect the wider market to skew above that benchmark.

There are a few lower-cost offers around £1,200 to £1,300, a meaningful mid-market around £2,000 to £3,000, and plenty of more comprehensive services in the £4,000 to £6,000 range.

Publicly advertised prices do not capture that perfectly because many firms quote bespoke work privately.

There is also a major scope problem.

At the moment, two firms can both advertise CQC registration support while one is selling guided application help and the other is effectively supporting the development of an entire registration submission.

That is why we think applicants should start with the work they need rather than the amount they want to spend.

If you already have regulatory experience, strong documentation and an experienced manager, a limited support package may be enough.

If you are opening your first service and still need policies, business planning, application support and preparation for CQC assessment, your requirements are very different.

There is no benefit in buying work you do not need.

There is equally little benefit in buying an apparently cheap package and then discovering that several essential pieces were never included.

Compare scope first. Then compare price.

Compare CQC registration specialists

Registration Compare helps you compare CQC registration specialists on more than the headline fee.

Tell us what you are registering and the support you need.

We can then help you compare three specialists using areas such as:

For a first-time provider needing substantial support, around £3,000 is a sensible planning benchmark. A few offers sit around £1,200 to £1,300, a meaningful group sits at £2,000 to £3,000, and fuller or bespoke packages run from £4,000 to £6,000.

  • Why do CQC registration consultant prices vary so much?

    Read the answer

Because the scope varies. Some packages are advisory, while others prepare most of the application. Policies, business planning, interview preparation, post-submission support and resubmission may each be included or charged separately.

  • Is a £695 registration package enough?

    Read the answer

It can be, if you already have suitable policies, a strong Statement of Purpose, a completed business plan and an experienced registered manager. If you later have to buy those separately, the total cost changes considerably.

  • Do CQC consultant prices include VAT?

    Read the answer

Not always. Some firms quote including VAT and others quote plus VAT. A £3,000 package plus VAT costs £3,600 if you cannot recover the VAT, so compare the amount you will actually pay.

  • Does the consultant fee include CQC's own fees?

    Read the answer

No. CQC charges registered providers an annual fee based on factors including service type and scale. That is separate from what you pay a consultant, and from start-up costs such as insurance, DBS checks, premises and training.
